"The revue board claims we don't keep our prisoners healthy here.  They say we need to get you all healthy or they'll revoke our certification.  We floated a number of ways to remedy the situation, but every one of them had the same flaw.  You all might not follow the program very well, out of spite towards us, making us spend the health program money for nothing.  So we came up with this!  These exo-skin suits have unbreakable carbon micro-fiber guide wires embedded throughout them.  A central cpu and power pack in the headpiece control the wires, which control the suit, which now controls you.  So now that you have no ability to wiggle out of exercising, let's see how well this suit (and you) can stand up to a prolonged workout.  Say, 500 pushups to start.  Let's begin ..."
